   Due to worsening drought conditions in Georgia, the Director of the Environmental Protection Division (EPD) has declared a level four drought response for the northern third of the state.  A level four drought response prohibits most types of residential outdoor water use.  The level four drought response was declared for all counties in north Georgia from Muscogee County on the Alabama line northeastward to Spalding County, and eastward to Lincoln County on the South Carolina line. Click here to view a map.

A level two drought response continues for the remainder of the state. The level two drought response schedule is as follows:

  • Odd-numbered addresses may water only on Tuesdays, Thursdays and Sundays, 12 midnight to 10 a.m.
  • Even-numbered and unnumbered addresses may water only on Mondays, Wednesdays and Saturdays, 12 midnight to 10 a.m.

The Board of Natural Resources adopted Rules for Outdoor Water Use, Chapter 391-3-30 in May 2004.  Under the rules, Georgians are required to follow schedules for outdoor water use during both non-drought periods and during periods of declared drought. The rules are consistent with Section 4 (Drought Responses) of the Georgia Drought Management Plan, which the Board adopted in 2003.

The rules apply to any entity, and its customers, permitted by EPD for water withdrawal or for the operation of a public drinking water supply system.

Under state law, any party withdrawing more than 100,000 gallons of water
per day (on a monthly average), on a systemwide basis, from surface water or
groundwater, should have a state approved withdrawal permit.
In terms of municipal or industrial usage, that means actual usage above
100,000 gpd, in terms of agricultural irrigation permits that means any
systemwide total pumping capacity of 70 gallons per minute or more.

Specifics for Recreational Turf irrigation:

a) Groundwater - For any golf course using groundwater in Bryan, Chatham,
Effingham and Glynn counties, a MUNICIPAL & INDUSTRIAL GW withdrawal permit
is required by law.   Please contact Bill Frechette of the GW permitting

b) Groundwater - For any golf courses using groundwater anywhere else in the
state (the other 155 counties), an AGRICULTURAL GW withdrawal permit is
required by law.  Please contact Cliff Lewis (presently in Albany) at
229-391-2400.

c) Surface Water - For any golf course using surface water for irrigation
from streams upstream of Peachtree Creek in the Chattahoochee River Basin,
a MUNICIPAL & INDUSTRIAL SW withdrawal permit is required by law.  Please
contact Ade Oke at 404-362-2637.

d) Surface Water -  For any golf courses using surface water anywhere else
in the state, an AGRICULTURAL SW withdrawal permit is required by law.
